A video of Delhi Chief Minister Rekha Gupta from a recent public event is going viral on social media with the claim that she allegedly said more than “2,500 crore people” had availed loans under a government scheme. The users who share the video mock that she has given loans to more than Rs 2,500 crore people despite the total population of Delhi being 2.25 crore. 

The caption of the post states, “Population of Delhi: 2.25 crore Population of India: 146 crore Population of the World: 830 crores. But Delhi CM Rekha Gupta claims loans given to 2500 crore people.”

Fact Check- 

We started our investigation with a reverse image search on Google with the key frames of the video and the results led us to a similar video on Press Trust of India’s official YouTube channel uploaded on 27 January.

The video was from a Memorandum of Understanding (MoU) signing ceremony between the Delhi government and the Credit Guarantee Fund Trust for Micro and Small Enterprises (CGTMSE) to facilitate collateral-free loans for entrepreneurs and traders. The event was held on 27 January, 2026.

We analysed the entire video carefully and found that the viral video had been clipped and presented without the full context. The Delhi Chief Minister has announced that the Delhi government has allocated a fund of Rs 50 crore to support loans totalling Rs 2,500 crore, which will be issued without requiring any collateral. The Chief Minister also mentioned that although the initial target was set at one lakh beneficiaries, there would be no limit on the total number of beneficiaries eligible for the scheme.

She also mentioned that under the scheme, the Centre would offer a guarantee of 75 to 90 percent on the loan amount, while the Delhi government would provide the remaining guarantee. At no point did she indicate that 2,500 crore individuals had taken loans under the scheme.

The media outlets like The New Indian express covered the event, and the report states, “The Delhi government on Tuesday signed a Memorandum of Understanding (MoU) with central government entity CGTMSE to provide collateral free loans up to Rs 10 crore to city-based entrepreneurs. Delhi Chief Minister Rekha Gupta said the government has set aside a fund of Rs 50 crore to service loans worth Rs 2,500 crore without the need of any collateral. She said there was no cap on the number of beneficiaries even as an initial target of one lakh was set initially.

All these evidences confirms that the viral video was extracted from a longer version of her speech and was digitally edited to misrepresent the chief minister’s remarks on the government loan scheme.

Chief Minister was referring to the loan amount and not the number of beneficiaries. It is clear that the video being circulated is made by clipping some parts from the original video. 

Conclusion- Fact Crescendo found that the viral video to be Altered. The video is digitally edited. CM Rekha Gupta referred to ₹2,500 crore in loans, not to the number of people benefiting from the scheme.
