Fact Check-

We started our investigation with a reverse image search on Google and the results led us to a video containing similar footage from the Associated Press YouTube page. The caption of the 2015 video explains that this is footage from October 21, 1997, when the Kalyan Singh-led government faced a trust vote in the Uttar Pradesh Assembly.

Moving forward, we came across news reports some media outlets carrying the same video with a similar description. The description part states, it was happened on 22 October 1997, when the BJP was in power during the time, and Kalyan Singh served as Chief Minister. The Congress, led by Pramod Tiwari, and BSP MLAs rushed into the house of the well. Pramod Tiwari demanded that the House be divided. This sparked a brawl, during which House members openly attacked one another with microphone stands, paperweights, glass shards, and furniture. As a result, many were gravely hurt.

As per reports, since March 1997, the BJP and BSP have been in power in Uttar Pradesh as a coalition government. The agreement was that Mayawati of the BSP would take power for the first six months and Kalyan Singh of the BJP for the next six months. Thus, after Mayawati’s turn and Kalyan Singh took power, the BSP withdrew its support on 19 October, 1997. Subsequently, Governor Ramesh Bhandari asked the BJP government, which had lost support, to prove its majority in the assembly.

The BJP government needed the support of 33 members. For this, a trust vote was held in the UP assembly on 21 October. The session was begun under Speaker Keshari Nath Tripathi, when the proceedings commenced, Congress leader Pramod Tiwari initiated a protest against the Speaker’s recognition of a breakaway faction from his party, and several BSP members soon joined him. The situation escalated into a violent clash and members attacked each other with microphones, chairs, table tops, shoes and slippers. With this, the House was adjourned for a while. After the opposition walked out, Kalyan Singh won the trust vote. As claimed in the post, the video is not of the clash that took place in the UP Assembly on 16 December, 1993, regarding the construction of the Ram temple.

So, based on all these evidences we can understand that the video showing a clash between opposition and ruling MLAs in the U.P. Assembly on 21 October 1997, during a confidence vote falsely shared with misleading claims.
