This is an old video from Paseo Nuevo in San Sebastian, Spain. The video has nothing to do with Cyclone Biparjoy.

Cyclone Biparjoy, which became an extremely powerful cyclonic storm on June 11, is just the third cyclone to impact the western coast in nearly 60 years. According to Sunil Kamble, IMD chief Cyclone Biparjoy is currently away from Mumbai. The cyclonic storm is likely to make landfall between Mandvi and Karachi on 15th June. Heavy rains to occur in Kachchh, Saurashtra in next 24 hours.

In this context social media is flooded with videos of high tides caused by the storm. A video showing high waves crashing on a shore has gone viral with the caption “Under the influence of very severe cyclonic storm "Biparjoy" in Arabian sea which is passing nearby Gujarat coast, quite extreme sea-tides are being observed at Madhavpur (Gujarat)”.
