
A video is going viral on social media, claiming that the government has launched a scheme that gives Rs. 2000 every month to ration card holders, including those without Aadhaar cards.
The video shows Prime Minister Narendra Modi announcing the scheme and YouTuber Shubhankar Mishra explaining the application process, making it look authentic and genuine.
Fact Crescendo received several requests from readers on our WhatsApp Helpline (9049053770) to verify this claim.
After checking thoroughly, we found that the video is fake and was created by mixing unrelated clips of PM Modi and AI-generated voice of Shubhankar Mishra. There are several inaccuracies in the video, and the purpose of the video is to trick people into sharing personal information to personal loan apps.
THE CLAIM
The video begins with PM Modi saying, “If you don’t have an Aadhaar number, you can still apply…”
After this, Shubhankar Mishra appears, saying, “Let me tell you where PM Modi is asking you to apply. The government is giving Rs. 2000 every month to ration card holders. Even if you don’t have an Aadhaar number, you can also apply for it.”
He then explains how to apply, instructing people to visit the website (loanpur.net) and fill out an application form.
The video ends with an extraordinary claim that “you will receive the money in two minutes.”
FACT-CHECK
We found no evidence of any current nationwide scheme by the central government or any announcement by PM Modi that promises Rs. 2000 to all ration card holders.
The last similar scheme we could find dates back to 2012, when government of the Union Territory of Puducherry offered Rs. 2000 for all ration card-holders as a relief package for cyclone victims. But that was a one-time aid limited to a specific region and for an emergency.
PM Modi Clipped Video
Through a reverse image search, we found the original video that the statement of PM Modi in the viral clip was taken from.
The original speech is from 24 February 2019, when PM Modi launched the Pradhan Mantri Kisan Samman Nidhi Yojana (PM-KISAN) scheme in Gorakhpur, Uttar Pradesh.
Under the PM-KISAN scheme, small and marginal farmers owning up to 2 hectares of land were given Rs. 6000 per year, paid in three installments of Rs. 2000 each.
From 31:43, you can hear him saying the statement shown in the viral clip.
His full statement was: “The PM Kisan Samman Nidhi scheme has been made foolproof so that no one can take away the rights of our farmers. There is no place for any middlemen in this scheme. If you don’t have an Aadhaar number, you can still apply. Your registration number will be enough for you.”
It is clear that PM Modi’s statement about applying without Aadhaar was in reference to the PM-KISAN scheme. It had nothing to do with any ration card-related cash benefit.
The viral clip misleadingly uses an incomplete statement to falsely suggest PM Modi was announcing a Rs. 2000 monthly benefit.
Shubhankar Mishra’s Video Out of Sync
When we checked Shubhankar Mishra’s official YouTube channel and other social media profiles, we found no such video promoting this so-called scheme or the website (loanpur.net).
A closer review of the viral clip revealed that the audio and video of Shubhankar Mishra are out of sync; his lip movements don’t match the words being spoken. This suggests the voice was likely created using AI.
For a fleeting moment, we even spotted the Eleven Labs website on the screen. Eleven Labs is an AI-powered text-to-speech tool used to create realistic voices.
We also uploaded the audio from Shubhankar Mishra’s clip to the AI Speech Detector on the ElevenLabs website. The results showed that it is very likely (98% probability) that the audio was generated using ElevenLabs’ AI tools, which means the voice in the viral video is most probably not real.

We have reached out to Shubhankar Mishra for comment and will update this article accordingly.
LoanPur Website: So Many Red Flags
The viral video asks us to visit ‘LoanPur’ website (loanpur.net) to apply for the scheme.
When we checked this website, we found ‘LoanPur’ is not connected to any government department. It is simply a website that shares information about personal and business loans.
The video further instructs to open a post titled “Instant Personal Loan Apply Now: 5 Best Instant Loan Offering Apps.”
Now the question arises: Why are we being sent to a loan article instead of an official government portal? That is a huge red flag.
The thumbnail of the article reads, “You will get Rs. 5000 if you have a bank account.” But this contradicts the claim of Rs. 2000 every month in the video.

Next, we are told to fill out an application form at the bottom of the article.
This form is titled “Instant Loan Offer.” In this form, you need to give your –
- Name
- PhonePe mobile number
- Loan amount (Rs. 500, Rs. 2000, or Rs. 5000)
Now, another question arises: Why would it ask you to choose the loan amount if this were really about a government scheme?
After filling out the form, we are redirected to the instant loan page, not any government registration portal or a gov.in website.
All these signs show that the purpose of the video and the website is to collect personal information. This information can later be misused by third-party loan apps.

Other Inaccuracies
The video is poorly made and full of inconsistencies.
It claims Rs. 2000 monthly, but the on-screen text message shows Rs. 4000 credited, and at the end, it shows Rs. 5000 debited instead of credited.
The numbers keep changing, and the messages don’t match what is being said.

CONCLUSION
There is no government scheme currently announced that is giving Rs. 2000 every month to ration card holders. The viral claim is false. PM Modi has not announced and Shubhankar Mishra has not promoted any such scheme.
The video was created using AI-generated voice tools to mislead and collect personal information. If you fall for the video, you are not registering for any government scheme but you are unknowingly applying for loans.
Never click on suspicious links or share your personal information on unverified websites. If you want to check the authenticity of a government scheme, always verify it on official government portals.
