This video has been available on the internet from 2018. According to the sources from the time, it shows flooding in Lebanon.

A video is going viral on social media allegedly shows a massive flood in the Palestinian city of Jericho in the West Bank. In the video, we can see a heavy stream of muddy floodwater flowing through a residential area.
Fact Check-
We started our investigation by running a Google reverse image search, whose results revealed that the video had been uploaded to the internet several years ago. This made it clear that the video is old. Below you can see the video uploaded on Facebook in 2018 with the caption, “On the eastern coast of the Mediterranean: devastating flash floods in Baalbek, Lebanon on June 13”.
The same video was uploaded in Facebook page of Lebanon weather also

According to reports, “Heavy rain fell in Ras Baalbek (Baalbek-Hermel province), in the northern Beqaa Valley, on June 2018 causing major flooding in the village and leaving at least one person dead. The flooding reportedly inundated roads, prompting traffic disruptions, caused a village-wide power outage, and destroyed several buildings. Further related disruptions are possible in the coming days as recovery efforts continue”.
Taking account of these evidences we can understand that the video is old and unrelated to Palestine.
Conclusion-
Fact Crescendo found the claim made along with the video to be False. This viral video does not show heavy rain and flood in the Palestinian City of Jericho. According to the sources from the time, it shows flooding in Lebanon.
